ToIP implementation work at LIBYA OIL

Work ToIP implementation of the VOICE infrastructure of LIBYA OIL.
This involved completing the migration to ToIP of the Voice infrastructure of Libya OIL Cameroon; this by implementing IP telephony at the general management, and integration with the existing ToiP sites: Bassa, Yaoundé, Bafoussam.
